Dr. Walter Tsou teaches health policy at the University of Pennsylvania and is past president of the American Public Health Association. A frequent lecturer on public health issues and health disparities, Dr. Tsou served as commissioner of Philadelphia’s Department of Public Health from April 2000 to February 2002 and was deputy director for personal health services and medical director of the Montgomery County (PA) Health Department from 1991 to 2000.
